In a major bureaucratic reshuffle, the Haryana government has transferred 15 Indian Administrative Service (IAS) officers across the state, including at the district level, giving them new responsibilities.
Last month, over 60 IAS and Haryana Civil Service (HCS) officers were transferred. The latest set of transfers reorganises the bureaucracy, strengthening the administrative system, as it involves the transfer and posting of senior officers within the Chief Minister’s Office (CMO).
The latest reshuffle, effected on Wednesday (April 8), also saw the shifting of Deputy Commissioners (DCs) across key districts such as Gurugram and Karnal.
Two senior IAS officers, Ajay Kumar, who entered the Chief Minister’s Office (CMO) as Deputy Principal Secretary - II to the Chief Minister and Saket Kumar, who was serving as the Additional Principal Secretary to the Chief Minister, have been transferred.
Vineet Garg, former Chairman of the Haryana State Pollution Control Board, has been posted as Additional Chief Secretary (ACS), Printing and Stationery.
Pankaj Agarwal, Principal Secretary of Irrigation and Mines & Geology, has been reassigned as the Principal Secretary, Architecture.
Dusmanta Kumar Behera, who holds the post of Secretary to the Governor and Labour Commissioner, has been posted as the Secretary, Revenue and Disaster Management Department.
Saket Kumar, Additional Principal Secretary to the Chief Minister and Commissioner & Secretary of the Development and Panchayats Department, has been posted as the Commissioner & Secretary, Archives.
Other transfers include Anurag Agarwal, ACS, Town and Country Planning, has been given additional charge of Irrigation and Advisor, Haryana Saraswati Heritage Board; Vijayendra Kumar, ACS, Agriculture, receives the additional charge of ACS, Development and Panchayats Department; Rajeev Ranjan, Principal Secretary, Labour, has been given additional charge of the Cooperation Department; J Ganesan, Commissioner & Secretary, Food, Civil Supplies, and Consumer Affairs, has been made the Chairman, Haryana State Pollution Control Board, and the Commissioner & Secretary of Public Health Engineering.
Atul Kumar, Transport Commissioner, has been given additional charge of the Commissioner & Secretary Finance-1.
As part of the current set of transfers, changes have also been made at the district level:
Ajay Kumar, Gurugram Deputy Commissioner, has been posted as the Deputy Principal Secretary-II to the Chief Minister; Uttam Singh, Karnal Deputy Commissioner, has been reassigned as the Gurugram Deputy Commissioner; Anand Kumar Sharma, Rohtak Municipal Corporation Commissioner, has been posted as Karnal Deputy Commissioner; and Mani Ram Sharma, Registrar, Cooperative Societies, has been posted as the Secretary, Health, relieving Rippudaman Singh Dhillon.
With these transfers, the Haryana government appears to be making an effort to streamline governance across critical sectors, including public health, irrigation, town planning, architecture, labour, revenue and power generation.
The reassignment of district commissioners, especially in Gurugram, Karnal, and Rohtak, highlights the government’s intent to improve administrative efficiency at the district level.
