Dusmanta Kumar Behera, born on 16 January 1976, is an Indian Administrative Service officer of the 2007 batch, Haryana cadre. He holds a B.Sc. and M.Sc. from Utkal University, Bhubaneswar. Currently serving as Secretary in the Department of Revenue and Disaster Management, Haryana since 9 April 2026, he has held various positions including Labour Commissioner, Secretary to Governor, Director General and Secretary, Joint Commissioner, Deputy Commissioner, and Managing Director. Fluent in English and Oriya, Behera continues to contribute to the administrative framework of Haryana with extensive experience across multiple roles in government service.
