Major IAS Reshuffle In Odisha: 2022-Batch Officers Get Most New Postings

Changes span ministries, departments, and districts, with 2012-batch IAS officer Manish Agarwal appointed Registrar of Cooperative Societies and his batchmate Smruti Ranjan Pradhan named Managing Director of the Odisha Small Industries Corporation

With the aim of strengthening governance and improving administrative efficiency across departments and districts in the state, the Odisha government on Thursday carried out a major reshuffle of Indian Administrative Service (IAS) officers by transferring and appointing several of them to new positions across departments and districts.

According to an order issued by the General Administration and Public Grievance (GA&PG) Department, Manish Agarwal, who has been serving as Additional Special Relief Commissioner with additional charge of Additional Secretary in the Planning and Convergence Department, has been appointed Registrar of Cooperative Societies, Odisha.

Agarwal’s batchmate Smruti Ranjan Pradhan, who is currently posted as the Additional Secretary in the Forest, Environment and Climate Change Department, has been appointed Managing Director of the Odisha Small Industries Corporation. He, however, will continue to hold an additional charge as Chief Executive Officer of Startup Odisha. With this change, the additional charge of CEO, Startup Odisha, earlier held by Rashmita Panda, a 2010-batch IAS officer, has been withdrawn.

Meanwhile, 2012-batch IAS officer Siddhartha Das, who is currently serving as Registrar of Cooperative Societies, has been posted as Director of Fisheries.

Another IAS officer, Madhusmita Sahoo, currently posted as the Additional Secretary in the Revenue and Disaster Management Department with additional charge as Director of Revenue Officers’ Training Institute, has been appointed Director of Teachers’ Education and the State Council of Educational Research and Training (TE and SCERT). She will also continue to hold the post of Additional Secretary in the School and Mass Education Department.

Odisha government has also allowed Upama Kalo, an IAS officer of the 2022-batch, currently holding the post of Additional Commissioner (Settlement and Consolidation) in the office of Revenue Divisional Commissioner at Sambalpur, to hold the additional charge as Secretary to the RDC (Northern Division).

Similarly, 2014-batch IAS officer Lily Kumari Kullu, the Additional Secretary in the Revenue and Disaster Management Department, has been appointed Additional Secretary in the Public Enterprises Department.

At the district level, the government has made several changes. Somesh Kumar Upadhyay, who is currently holding the post of the Collector and District Magistrate of Malkangiri, has been shifted as the Director of Textiles and Handlooms.

Similarly, IAS officer Prathamesh Arvind Rajeshirke, the Commissioner of Berhampur Municipal Corporation (BeMC) with additional charge as Vice Chairman of Berhampur Development Authority, has been appointed as the Collector and District Magistrate of Malkangiri.

Among other 2022-batch officers, Akavaram Sasya Reddy, Sub-Collector of Jeypore, has been appointed Commissioner of Berhampur Municipal Corporation, and she will also hold additional charge as Vice Chairman of the Berhampur Development Authority.

Akshay Pillay, the Sub-Collector of Bonei, has been posted as the Additional District Magistrate of Paradeep in Jagatsinghpur district. Arugula Sneha, the Padampur Sub-Collector, has been appointed Chief Development Officer-cum-Executive Officer of Zilla Parishad in Mayurbhanj.

Further, Samir Kumar Jena, Sub-Collector of Talcher, has been posted as CDO-cum-EO of Zilla Parishad in Ganjam, while Soumyaranjan Pradhan, Sub-Collector of Rairangpur, has been appointed CDO-cum-EO of Zilla Parishad in Kalahandi.
