The Centre, in separate orders issued on Wednesday and Thursday, announced the empanelment of 63 officers belonging to various services, batches and cadres, as Joint Secretaries at the Centre.
As per the orders issued by the Department of Personnel & Training (DoPT), the Appointments Committee of Cabinet (ACC), chaired by Prime Minister Narendra Modi, cleared the proposal to empanel 63 officers belonging to various services, batches and cadres as Joint Secretaries at the Centre.
As per the orders, officers belonging to the Indian Administrative Service (IAS), Central Secretariat Service (CSS), Indian Forest Service (IFoS), Indian Defence Estates Service (IDES), Indian Railway Personnel Service (IRPS), Indian Railway Store Service (IRSS), Indian Railway Accounts Service (IRAS), Indian Revenue Service (Income Tax), Indian Telecommunications Service (ITS), Indian Railway Service of Signal Engineers (IRSSE), Indian Railway Traffic Service (IRTS), Indian Engineering Services (IES), Indian Defence Accounts Service (IDAS), and Indian Railway Service of Mechanical Engineers (IRSME) have been empanelled as Joint Secretaries.
The IAS officers who have been empanelled include:
Prakash Rajpurohit, Dr. Kajal ., Saumya Agarwal, S. Tejaswi Naik (MP, 2009 batch), Sumeet Kumar Jarangal, A Muthu Kumar, Gauri Parasher Joshi, T N Venkatesh, Priyanka Das, Rathod Sandeep Rewaji, Rohan Chand Thakur, Dr. Hrishikesh Bhaskar Yashod, V Shanmugam, Gaurav Goyal, and Patil Rajesh Prabhakar.
From the IRS service (Income Tax), Srujani Mohanty (1999 batch) has been empanelled.
Among the CSS officers empanelled are D.K. Choudhary (SSGSL, 2019), Gopal Krishna (SSGSL, 2018), and G. Muthuraja (SSGSL, 2018).
The IFoS officers who have been empanelled include: S. Senthil Kumar (1998 batch, AGMUT), G. Rajesh (2001, OD), S. Kulandivel (2002, WB), H. Raja Mohan (2001, UP), Deepa D. Nair (2001, TR), and Prachi Gangwar (2003, KN).
G. Vijay Bhaskar (1999) and S.V.R. Chandra Sekhar (2000) from the IDES have been empanelled.
Those belonging to IRSE (Civil) who have been empanelled are Harsimran Singh (2001), Amit Kumar (2003), and Pervesh Kumar (2003).
From IRPS, Yatri Dave Vitekar (2001) has been empanelled.
Among the IRSS officers, Santosh Kumar Mishra (2004), Harpreet Singh Pruthi (1999), Amit Singh (2001), and Kanwalpreet (2001) have been empanelled.
From IRAS, S. Salim Javed (2003) has been empanelled.
One of the largest contingents of officers is from ITS. They include M. Srinivasulu Reddy (1993), Mukesh Lal (1996), Prachish Khanna (1996), Rakesh S Desai (1996), Vijay Prakash (1996), and Vivek Khare (1996).
Empanelled officers belonging to IRSSE are Dinesh Kumar Vashishtha (2000) and Satya Narayan Meena (2001).
From IRTS, the empanelled officers include:
Praveen Pandey (1996), Dharmendra Kumar (1998), Aashima Mehrotra (1999), Jyoti Prakash Mishra (1999), R. Gopalakrishnan (1999), Shishir Somvanshi (2001), Amit Kumar Jain (2000), Swadesh Kumar Singh (2000), Dibbanjan Roy (2002), and R. Sudharshan (2002).
The empanelled officers from the IRSME service are Rajneesh Kumar Tomar (1998), Jawahar Lal (1999), Sunil Kumar Sharma (1999), and Amit Saurastri (2001).
Officers from the IES are Sudhir Shyam (1999), Sonia Pant (2001), and Archana Mayaram (2004); and officers from the IDAS are V. Yogitha (2002) and Nabarun Dhar (2004).
In a recent report, a Parliamentary Committee had asked the government to examine the feasibility of institutionalising a structured 360-degree review mechanism for the empanelment of officers of all Central services for Joint Secretary and other higher posts.
