V Shanmugam, an IAS officer of the 2007 batch from the Uttarakhand cadre, was born on 15 October 1976. He holds a B.Sc. from Tamil Nadu Agricultural University, Coimbatore, and an M.Sc. from G.B. Pant University of Agriculture & Technology, Pant Nagar, Uttarakhand. Currently serving as Secretary in the Finance Department since 17 May 2023, his previous roles include Collector and District Magistrate, Programme Manager, Excise Commissioner, Additional Secretary, Vice President, and Chief Development Officer. He received the Best Electoral Practices Award for State in 2017 and has served as an election observer in Haridwar district. He is proficient in English and Tamil.
