Richa Kulkarni, born on May 6, 1998, is an Indian Administrative Service officer from the 2023 batch, assigned to the Assam Meghalaya cadre. She holds a Bachelor of Engineering degree in Computer Science and Engineering. Currently, she serves as the Sub Divisional Officer (Civil) at Dadenggre Civil Sub Division, Meghalaya, a position she has held since December 21, 2025. Prior to this, she has experience serving as an SDO. Ms. Kulkarni continues to be in active service within the IAS.
