Shyam Bihari Meena, born on 11 February 1980, is an Indian Administrative Service officer of the 2014 batch, assigned to the Bihar cadre. He holds a graduate degree in Geography from Mohan Lal Sukhadia University, Udaipur, and an M.A. in Geography from Jawaharlal Nehru University, New Delhi. Currently, he serves as Additional Secretary in the Bihar State Planning Board since 14 December 2025. His previous roles include Municipal Commissioner, Sub-Divisional Magistrate, Deputy Secretary, and Director. He is proficient in English and Hindi and continues to serve in the IAS.
