Gujarat Government Announces Major IAS Rejig: Key Changes in GERC, Education

According to a notification issued by the General Administration Department (Personnel) on August 11, 2026, three IAS officers have been assigned new responsibilities.

Ranjeeth Kumar J. Moved To GERC

Ranjeeth Kumar J, IAS (2005 batch, Gujarat cadre), who is currently serving as State Project Director, Samagra Shiksha Abhiyan, Gandhinagar, has been transferred.

The government has placed his services at the disposal of the Energy and Petrochemicals Department for appointment as Secretary, Gujarat Electricity Regulatory Commission (GERC), Gandhinagar.

Ranjeeth Kumar was also holding the additional charge of Secretary, GERC. With the latest order, he will now move into the Secretary’s position at the electricity regulatory commission on a full-time basis.

His shift to GERC comes at a time when the power sector continues to face growing regulatory, tariff, consumer and market-related responsibilities.

Nagarajan M. Shifted From Surat To Samagra Shiksha

M Nagarajan (2009 batch, Gujarat cadre), who was serving as Municipal Commissioner, Surat Municipal Corporation, has also been transferred.

He has been appointed as the new State Project Director, Samagra Shiksha Abhiyan, Gandhinagar, replacing Ranjeeth Kumar J.

The appointment brings a senior IAS officer with experience in urban administration into the state’s education implementation framework. As State Project Director, Nagarajan will oversee the state’s administrative and implementation responsibilities under the Samagra Shiksha programme.

Surat Municipal Corporation Gets New Leadership

Following Nagarajan’s transfer, the government has made an interim arrangement for the leadership of the Surat Municipal Corporation.

Parmar Tejas Dilipbhai (2016 batch), currently serving as Collector, Surat, will hold the additional charge of Municipal Commissioner, Surat Municipal Corporation, in addition to his existing responsibilities.

The arrangement has been made under Section 39 of the Gujarat Provincial Municipal Corporations (GPMC) Act, 1949.

As a result, the Surat administration will now see the District Collector and Municipal Commissioner responsibilities being handled by the same officer, at least as an additional-charge arrangement.

Three Key Administrative Domains Affected

The latest order effectively changes the leadership structure across three important areas — power regulation, school education and Surat’s urban administration.

The movement of Ranjeeth Kumar to GERC strengthens the commission’s senior administrative setup, while Nagarajan’s appointment shifts an experienced municipal administrator into the state’s education implementation machinery. In Surat, Tejas Parmar will take on the additional responsibility of running the municipal corporation alongside his existing role as District Collector.

The reshuffle therefore creates a chain of changes: Ranjeeth Kumar moves to GERC, Nagarajan moves to Samagra Shiksha, and Tejas Parmar takes additional charge of SMC.
