Dr. Vishal R, born on 28 May 1977, is a 2004 batch IAS officer of the Karnataka cadre. He holds an M.B.B.S. degree and is proficient in English, Hindi, and Kannada. Currently, he serves as Secretary to Government (Fiscal Reforms) in the Finance Department, Bengaluru, since 17 August 2023. Throughout his career, he has held various positions including Secretary, Commissioner, Deputy Commissioner, Director, Additional Commissioner, Project Administrator, Mission Director, Deputy Secretary, Officer on Special Duty to Minister, and Assistant Commissioner. Dr. Vishal R continues to serve in the Indian Administrative Service.
