Vishal Kumar Dev, born on January 1, 1970, is a 1996 batch Indian Administrative Service officer from the Odisha cadre. He holds a B.Tech. from Banaras Hindu University, an M.A. from the University of Sussex, and an M.B.A. from IIM Lucknow. Currently, he serves as the Additional Chief Secretary (ACS) in the Energy Department of Odisha since February 3, 2026. Throughout his career, he has held various positions including Principal Secretary, Commissioner, Chairman & Managing Director, Municipal Commissioner, District Collector and Magistrate, and Managing Director. He is proficient in English and Hindi.
