Vishal Kumar Dev, born on January 1, 1970, is a 1996 batch Indian Administrative Service officer of the Odisha cadre. He holds a B.Tech. from Banaras Hindu University, an M.A. from the University of Sussex, and an M.B.A. from IIM Lucknow. Currently, he serves as the Additional Chief Secretary (ACS) in the Energy Department of Odisha since February 3, 2026. Previously, he has held the position of Principal Secretary. Vishal Kumar Dev is proficient in English and Hindi and continues to serve in the Indian Administrative Service.
