Vinod Kumar, born on January 13, 1966, is a 2009 batch IAS officer of the Himachal Pradesh cadre. He holds an M.A. degree and has served in various capacities, including Managing Director and Settlement Officer. Currently, he is the Secretary of the Technical Education Department in Shimla, Himachal Pradesh, a position he has held since January 13, 2026. Vinod Kumar was honored with the Prime Minister’s Award for Excellence in Public Administration in 2019, recognizing his contributions in the Group North East & Hill States. He continues to serve in the Indian Administrative Service.
