Vinod, born on January 15, 1939, is a retired Indian Administrative Service officer from the 1983 batch, Bihar cadre. He holds graduate degrees in Law, Economics, and Industrial Relations. Throughout his career, he served in various capacities including Junior Scale, Under Secretary, Joint Secretary, and Joint Chief Electoral Officer. His most recent position was Additional Secretary in the Public Works Department from June 1, 1994, to January 31, 1997.
