Vinay Kumar, born on October 3, 1971, is an Indian Administrative Service officer from the 1999 Bihar cadre. He holds a graduate degree and an M.Sc. in Physics from L.N. Mithila University, Darbhanga. Currently, he serves as the Principal Secretary in the Urban Development and Housing Department, Bihar, since December 30, 2025. His past roles include Joint Secretary, Secretary, Managing Director, Mission Director, Secretary to the Chief Minister, Director, Additional Secretary, District Magistrate, District Collector, and Sub Divisional Officer. He has received multiple National Awards for rural road construction and connectivity under PMGSY and commendations for promoting female literacy. He is proficient in English and Hindi.
