Vinay Kumar, born on October 3, 1971, is a 1999 batch IAS officer of the Bihar cadre. He holds a graduate degree in Physics from L.N. Mithila University, Darbhanga, and an M.Sc. in Physics. Currently, he serves as the Principal Secretary in the Urban Development and Housing Department, Bihar, since December 30, 2025. Throughout his career, he has held various positions including Joint Secretary, Secretary, Managing Director, Mission Director, Secretary to Chief Minister, Director, Additional Secretary, District Magistrate, District Collector, and Sub Divisional Officer. He is proficient in English and Hindi and continues to serve in the Indian Administrative Service.
