Vijoy Kumar Singh, a 1990-batch IAS officer of the Punjab cadre, was born on 15/11/1964. He holds a B.Sc. and an M.B.A. from Birmingham University. Currently serving as the Secretary to the Government of India at Ex-Servicemen Welfare, Ministry of Defence, he is proficient in Bengali, English, Hindi, and Punjabi.
