Vijay Laxmi Joshi, born on August 1, 1958, is a retired Indian Administrative Service officer from the 1980 Gujarat cadre. She holds a B.A. in English Literature and a postgraduate degree in Psychology. Over her career, she served in various capacities including Secretary at Gujarat from October 2014 to November 2015, and held roles such as Additional Secretary, Joint Secretary, Commissioner & Principal Secretary, Managing Director, Chairperson, Principal Secretary, and District Collector. She was associated with the Department of Drinking Water & Sanitation and held multiple leadership and administrative positions throughout her service.
