Vijay Kumar, born on 16 July 1970, is a 1992 batch IAS officer of the A G M U T cadre. Currently serving as Secretary at the Ministry of Ports, Shipping and Waterways, New Delhi since 1 October 2025, he holds a Diploma in Business Finance from The Institute of Chartered Financial Analysts of India, a B.E. in Electronics, and an M.B.A. from the University of Sydney.
