V Umesh, born on 17 May 1956, is a retired Indian Administrative Service officer from the 1981 Karnataka cadre. He held the position of Additional Chief Secretary at Bangalore, Karnataka, in the Co-operation Department from 5 November 2013. His educational background includes an M.Phil. in Social Studies, a graduate degree in Economics, and a postgraduate degree in Sociology. Throughout his career, he served in various capacities, including Additional Chief Secretary and Development Commissioner, Principal Secretary, Chairman, Managing Director, Regional Commissioner, Registrar, Commissioner, Secretary, Director, Chief Executive Officer, Deputy Commissioner, Special Deputy Commissioner, and Assistant Commissioner.
