V P Joy, born on 30 June 1963, is a retired Indian Administrative Service officer from the 1987 Kerala cadre. He holds a B.Tech. in Electronics from the University of Kerala, an MBA in Public Service from the University of Birmingham, and a PG Diploma in Public Administration from the Indian Institute of Public Administration. He served as Chief Secretary to the Government in the Personnel and Administrative Reforms Department from March 2021 to June 2023. Throughout his career, he held various positions including Secretary, Principal Secretary, Joint Secretary, District Collector, and Director. He received the Highly Commended Award in 2012.
