V P Baligar, born on November 6, 1954, is a retired Indian Administrative Service officer from the 1980 Karnataka cadre. He holds a graduate degree in Civil Engineering and an MBA in Business Administration. Throughout his career, he served in various capacities including Chief Secretary, Principal Secretary to the Chief Minister, Commissioner, Labour Commissioner, and Special Officer. His most recent position was Chairman and Managing Director Secretary at the Karnataka State Industrial Infrastructure Development Corporation in Bangalore from April to November 2014. Baligar's extensive experience spans multiple administrative and leadership roles within the Karnataka state government.
