Uttam P Khobragade, born on May 8, 1951, is a retired Indian Administrative Service officer from the 1984 Maharashtra cadre. He holds degrees in LL.B. Law and Graduate Physics. Throughout his career, he held various positions including General Manager, Vice Chairman & Managing Director, Vice Chairman & CEO, Commissioner, CEO, Joint Secretary, Director, Deputy Secretary, District Collector, and Sub-Divisional Officer. His most recent designation was Principal Secretary in the Tribal Development Department at Mumbai, Maharashtra. Khobragade served with distinction across multiple administrative roles before retiring from service.
