Utpal Kumar Singh, born on 29 July 1960, is a retired Indian Administrative Service officer from the 1986 batch, Uttarakhand cadre. He holds postgraduate and graduate degrees in History. Throughout his career, Singh served in various capacities including Additional Secretary, Joint Secretary, Principal Secretary, Secretary, Managing Director, District Collector and Magistrate, Additional Director, Special Secretary, Chief Executive Officer, Chief Development Officer, and Assistant Collector. His extensive administrative experience spans multiple key roles within the government, reflecting a diverse and comprehensive service record in the Indian Administrative Service.
