Utpal Biswas, born on 25 September 1965, is a 2009 batch IAS officer of the West Bengal cadre. He holds an M.Sc. from Calcutta University and a Master's degree from AIM Manila. Currently serving as Senior Special Secretary in the Public Enterprises Department since 17 November 2022, Biswas has previously held positions including Secretary and Commissioner. Proficient in Bengali, English, and Hindi, he continues to serve in the Indian Administrative Service.
