Utkarsh Kumar, born on January 30, 1995, is an Indian Administrative Service officer from the 2021 batch, Jharkhand cadre. He holds a B.Tech. in Computer Science from IIT Bombay, Mumbai. Currently, he serves as the Deputy Development Commissioner (DDC) at West Singhbhum (Chaibasa), Jharkhand, a position he has held since January 1, 2026. Prior to this, he worked as a Sub-Divisional Officer (SDO). Utkarsh Kumar continues to serve in the Indian Administrative Service.
