Utkarsh Khandal, born on August 1, 1997, is an Indian Administrative Service officer from the 2022 batch, assigned to the West Bengal cadre. He holds a Bachelor of Science degree. Currently, he serves as the Sub-Divisional Officer (SDO) at Mal, Jalpaiguri, West Bengal, a position he has held since October 27, 2025. Prior to this, he was appointed as Officer on Special Duty (OSD). Mr. Khandal continues to serve in the Indian Administrative Service.
