Upkar Singh, born on January 20, 1968, is an Indian Administrative Service officer from the 2015 batch, Punjab cadre. He holds a B.E./B.Tech degree in Mechanical Engineering. Currently serving as Special Secretary in the Personnel Department of Punjab since March 3, 2025, he has held multiple positions including Special Secretary and Additional Deputy Commissioner. Upkar Singh continues to contribute to the administrative framework of Punjab in his ongoing service.
