Upendra Nath Behera, born on 23 July 1957, is a retired Indian Administrative Service officer from the 1983 Odisha cadre. He holds a graduate degree in Mechanical Engineering and a Postgraduate Diploma in Management from Indira Gandhi National Open University (IGNOU). Throughout his career, he served in various capacities including Additional Chief Secretary, Principal Secretary, Special Secretary, Commissioner & Secretary, Chief Vigilance Officer, Joint Secretary, Private Secretary, Managing Director, Additional Secretary, Chief Executive, Chairman & Managing Director, and Chairman & Chief Executive. His most recent position was Additional Chief Secretary to the Chief Minister in the Chief Minister's Office from November 2015 to January 2017.
