Upendra Kumar Rai, born on January 21, 1950, is a retired Indian Administrative Service officer from the 1994 Bihar cadre. He holds a Bachelor of Arts degree. During his career, he served in various capacities including District Collector and Magistrate, Additional Secretary, and Labour Commissioner. His most recent position was as Labour Commissioner in the Department of Labour and Employment from January 1 to January 31, 2010.
