Upender K Karan, born on 10 May 1941, is a retired Indian Administrative Service officer from the 1990 batch, Bihar cadre. A graduate by education, he served in various capacities including District Collector and Magistrate, and Joint Secretary. His most recent position was Additional Secretary in the Forest Department from 1 November 1999 to 31 May 2001. Throughout his career, he contributed to the administrative framework of Bihar.
