Umesh Chandra Kiran, born on January 25, 1943, is a retired Indian Administrative Service officer from the 1988 batch, Uttar Pradesh cadre. He holds a postgraduate degree in Mathematics. Throughout his career, he served in various capacities including District Magistrate, District Collector and Magistrate, Director, Additional Commissioner, and Director. His most recent position was Special Secretary in the Health and Family Welfare Department from August 22, 2002, to January 31, 2003.
