Umang Narula, born on 14 June 1965, is a 1989 batch IAS officer of the Jammu & Kashmir cadre. Currently serving as Secretary in the Department of Parliamentary Affairs, Ministry of Parliamentary Affairs, New Delhi (since 1 September 2023), he holds an M.P.A. in Public Administration and an M.Phil. in Social Sciences from IIPA New Delhi, and an M.B.A. in Finance from the University of Delhi. His past roles include Advisor to the Lt. Governor, Principal Secretary to the Governor, Chairman and Managing Director, and various secretarial and administrative positions. He has received multiple awards, including the Best Electoral Practices Award 2014 and the Chief Minister’s Gold Medal for Honesty
