Uma Kant Panwar, born on December 3, 1966, is a 1991 batch Indian Administrative Service officer of the Uttarakhand cadre. He holds an M.B.B.S. degree in Medicine. Throughout his career, he has served in various capacities including District Collector and Magistrate, General Manager, Chief Development Officer, Director, Managing Director, Additional Secretary, Commissioner & Secretary, and Commissioner. From September 16, 2011, to August 10, 2017, he held the position of Secretary in the Department of Irrigation and Water Resources. He continues to serve in the Indian Administrative Service.
