Tshering Y Bhutia, born on 31 December 1990, is an Indian Administrative Service officer from the 2013 batch, Bihar cadre. She holds a B.A. in Economics Honours from the University of Delhi. Throughout her career, she has served in various capacities including Sub-Divisional Officer, Executive Magistrate, Officer on Special Duty, Assistant Secretary, and Commissioner. Currently, she is the Additional Secretary in the Health and Family Welfare Department of Bihar, a position she has held since 10 September 2025. She is proficient in Bhutia, English, Bengali, and Hindi. Tshering Y Bhutia continues to serve in the IAS.
