Trilochan Singh, born on February 1, 1956, is a retired Indian Administrative Service officer from the 1982 West Bengal cadre. He holds a graduate degree in Physics, an LL.B. in Law, and a PG Diploma in Public Administration. Throughout his career, he served in various capacities including Member Secretary, Additional Secretary, Principal Secretary, Commissioner, Secretary, Managing Director, Project Director, Joint Secretary, Deputy Secretary, Special Assistant to the Chief Minister, Additional District Magistrate, and Executive Magistrate. His most recent position was Additional Chief Secretary in the Science and Technology Department from June 26, 2013, to January 31, 2016.
