Torawane Millind Shivram, born on 30 August 1972, is an Indian Administrative Service officer from the 2000 batch, Gujarat cadre. He holds a B.E. in Electronic & Tele Communication and an M.P.A. in Public Administration. Currently serving as Principal Secretary in the Education Department (Higher and Technical Education) of Gujarat since 22 December 2025, he has held various key positions including Principal Secretary to Government, Chief Commissioner, Secretary to Government, Municipal Commissioner, Additional Secretary, District Collector, Managing Director, Additional Rural Development Commissioner, District Development Officer, and Assistant Collector. He is proficient in English, Hindi, Marathi, and Gujarati.
