Tilak Raj Sarangal, born on 15 May 1953, is a retired Indian Administrative Service officer from the 1985 Punjab cadre. He served as Principal Secretary in the Social Security, Women and Child Development Department, Punjab, from 12 February 2010 to 31 May 2013. His educational qualifications include a Diploma in Financial Management, a B.Sc. in Agriculture, and an M.P.A. in Public Administration from Syracuse University. Throughout his career, he held various positions such as Secretary, Managing Director, Project Director, Commissioner, Director, Additional Director, District Magistrate, Executive Director, Joint Development Commissioner, Additional Deputy Commissioner, Joint Commissioner, and Sub-Divisional Officer.
