Swapneel Paul, born on December 11, 1989, is an Indian Administrative Service officer from the 2018 batch, assigned to the Assam Meghalaya cadre. He holds a B.Tech. degree in Electrical Engineering from REC Silchar, Assam. Currently, he serves as the Deputy Commissioner at Kamrup Metro, Assam, a position he has held since December 26, 2025. Prior to this, he has experience as a District Commissioner. Swapneel Paul continues to serve in the IAS, contributing to administrative functions within his cadre.
