Swadha Dev Singh, born on 24 March 1987, is an Indian Administrative Service officer from the 2014 Odisha cadre. She holds a B.A. (Hons) in Psychology from Delhi University and a PG Diploma in Human Resource. Currently, she serves as the Director of Census Operations and Director of Citizen Registration at the Registrar General and Census Commissioner of India in New Delhi since 30 September 2025. Her previous roles include Collector & District Magistrate, Deputy Secretary, Managing Director, Additional Secretary, Additional Commissioner, Sub Collector, and Assistant Secretary. She is proficient in English, Hindi, and Odia. Swadha Dev Singh continues to serve in the IAS.
