Sibin C, born on 15 March 1977, is an Indian Administrative Service officer of the 2005 Punjab cadre. He holds an M.A. in Public Policy from Indira Gandhi National Open University, a B.Sc. from Kerala Agricultural University, and an M.Sc. from Tamil Nadu Agricultural University, Coimbatore. Currently, he serves as Joint Secretary in the Department of Health and Family Welfare, Ministry of Health and Family Welfare, New Delhi since 1 January 2026. His past roles include Municipal Commissioner, Deputy Commissioner, Managing Director, Special Secretary, and Chief Electoral Officer-cum-Secretary.
