Sibin C, born on March 15, 1977, is a 2005 batch Indian Administrative Service officer of the Punjab cadre. He holds a B.Sc. from Kerala Agricultural University and an M.Sc. from Tamil Nadu Agricultural University, Coimbatore. Currently, he serves as Joint Secretary in the Department of Health and Family Welfare, Ministry of Health and Family Welfare, New Delhi, since January 1, 2026. Previously, he held the position of Chief Electoral Officer-cum-Secretary. Sibin is proficient in English, Hindi, and Punjabi and continues to serve in the Indian Administrative Service.
