Shyamal Misra, born on 16 June 1973, is a 1996 batch IAS officer of the Haryana cadre. He holds a B.Tech. and an M.P.A. from Harvard University. Currently, he serves as the Administrator (Digital Bharat Nidhi) at the Department of Telecommunications, Ministry of Communications, New Delhi since 31 December 2025. Throughout his career, he has held various positions including Chief Administrator, Principal Secretary, Additional Secretary, Joint Secretary, Excise & Taxation Commissioner, Transport Commissioner, and Managing Director. He is proficient in English and Hindi and continues to serve in the Indian Administrative Service.
