Shubham Kumar, born on 14 February 1997, is an Indian Administrative Service officer from the 2021 batch, allocated to the Bihar cadre. He holds a B.Tech degree in Civil Engineering from IIT Bombay. Currently, he serves as the DDC-cum-CEO at Nalanda, Bihar, a position he has held since 12 January 2026. His previous roles include Municipal Commissioner and Sub-Divisional Magistrate (SDM). Shubham Kumar is actively serving in the Zila Parishad department.
