Shubha Sarma, born on April 20, 1976, is an Indian Administrative Service officer of the 1999 batch from the Odisha cadre. She holds a graduate degree from Delhi University, an M.A. from Jawaharlal Nehru University, and an M.B.A. from Amity University. Currently, she serves as the Principal Secretary to Government at Odisha in the Water Resources Department since February 6, 2026. Throughout her career, she has held various positions including Principal Secretary, Commissioner & Secretary, Joint Secretary, and Deputy Secretary. She is proficient in Assamese, English, French, Hindi, and Oriya. She remains in active service.
