Shiv Raj Asthana, born on March 8, 1956, is a retired Indian Administrative Service officer from the 1981 Bihar cadre. He holds graduate and postgraduate degrees in Physics. Throughout his career, he served in various capacities including Sub-Divisional Officer, Additional Director, Settlement Officer, District Magistrate, Deputy Commissioner, District Collector and Magistrate, Managing Director, Director, Secretary, and Secretary Director. His most recent position was Secretary in the Personnel and Administrative Reforms Department from February 1, 2003, to December 31, 2006.
