Shantmanu, an IAS officer of the 1991 batch from the A G M U T cadre, was born on 28 December 1965. He holds a B.E. in Mechanical Engineering and a Postgraduate Diploma in Management. Throughout his career, he served in various capacities including Financial Commissioner, Development Commissioner, Chief Electoral Officer, Divisional Commissioner, Managing Director, and Deputy Commissioner, among others. Currently, he is the State Election Commissioner at Jammu & Kashmir, a position he assumed on 18 February 2026. He is proficient in English and Hindi. Shantmanu is now retired from active service.
