Shantmanu, born on 28 December 1965, is a retired IAS officer from the 1991 batch of the AGMUT cadre. He holds a B.E. in Mechanical Engineering and a Postgraduate Diploma in Management. Throughout his career, he served in key roles including Financial Commissioner and Additional Secretary. Currently, he is the State Election Commissioner at Jammu and Kashmir, a position he assumed on 18 February 2026. Proficient in English and Hindi, Shantmanu has contributed to the administrative framework of his cadre with a focus on governance and election management.
