Samir Kumar Biswas, born on March 6, 1962, is a retired Indian Administrative Service officer from the 1990 Maharashtra cadre. He holds a B.Tech. in Electrical Engineering from IIT Madras, a PG Diploma in Management from IIM Bangalore, and an MBA in Finance from Mumbai University. Throughout his career, he served in various capacities including Joint Secretary, Development Commissioner (Handicraft), Chief Executive Officer, Managing Director, Joint Managing Director, Director (Census Operations), Municipal Commissioner, Deputy Secretary, District Collector, and other administrative roles. His most recent position was Additional Secretary at the Ministry of Chemicals and Fertilizers in New Delhi.
