S N Mandal, born on January 17, 1938, is a retired Indian Administrative Service officer from the 1982 West Bengal cadre. He holds postgraduate degrees in History and Political Science, along with a graduate degree in Political Science. Throughout his career, Mandal served in various capacities including Junior Scale, Deputy Secretary, Additional Executive Officer, and Joint Secretary. His most recent position was Secretary in the Department of Planning and Programme Implementation, from April 1, 1992, to January 31, 1996.
