S M Singh, born on 26 December 1934, is a retired Indian Administrative Service officer from the 1982 Bihar cadre. He holds postgraduate and graduate degrees in History, as well as a graduate degree in Law. Throughout his career, he served in various capacities including Sub-Divisional Officer, Junior Scale, Deputy Secretary, Deputy Commissioner, Managing Director, Joint Secretary, District Magistrate, District Collector and Magistrate, and Joint Secretary. His most recent position was Additional Secretary in the Department of Planning and Programme Implementation from 1 July 1991 to 1 December 1992.
