S M Kelkar, born on 25 November 1935, is a retired Indian Administrative Service officer from the 1958 Maharashtra cadre. He holds a graduate degree and postgraduate qualification in Mathematics, along with a Certificate in Business Administration. Throughout his career, Kelkar served in various capacities including Private Secretary, Assistant Collector, Assistant Commissioner, Deputy Commissioner, Under Secretary, Deputy Secretary, District Collector, Managing Director, Joint Secretary, Commissioner, and Additional Secretary. His most recent position was Additional Secretary in the Centre - Foreign Assignment department.
