Ruolkhumlien Buhril, born on 19 July 1960, is a retired Indian Administrative Service officer from the 1984 Tamil Nadu cadre. He holds graduate and postgraduate degrees in History. Throughout his career, he served in various capacities including Secretary, Special Secretary, Adviser Additional Secretary Equivalent, Protector General of Emigrants, Principal Secretary, and Project Director. His most recent position was Secretary in the Department of Land Resources, Rural Development, from 1 April 2019 to 31 July 2020. His extensive experience also includes roles such as Officer on Special Duty Secretary Equivalent, Chairman and Managing Director, Joint Secretary, and Deputy Commissioner.
