Roshan Lal Kapoor, born on February 2, 1950, is a retired Indian Administrative Service officer from the 1990 Punjab cadre. He holds a postgraduate degree in Physics. Throughout his career, he served in various capacities including Secretary, Director, Additional Director, Special Secretary, Chief Electoral Officer, Joint Chief Electoral Officer, Joint Secretary, Joint Director, and Under Secretary. His most recent position was Additional Chief Electoral Officer at Punjab from May 2, 2008, to February 28, 2010.
