Rishi Shankar Singh, born on July 3, 1946, is a retired Indian Administrative Service officer from the 2005 batch, Bihar cadre. He served in the Finance Department, holding the position of Additional Secretary from July 1, 2003, to July 31, 2006. Prior to this, he was the Deputy Development Commissioner. Mr. Singh is a graduate and dedicated his career to public service within the Indian Administrative Service.
